But on the few higher level Eidolon bounties, I am back to around 7% damage, mostly thanks to the amp, but I don't even think it's only because my Lanka sucks.

With your Riven and Lanka's zoom crit chance modifier you don't need point strike so swap both of those with Vigilante Fervor and Armaments, This will give you a 10% chance to enhance any crits as well.
